Rua Al Madinah is the giga-project regenerating the district immediately east of the Prophet’s Mosque — and one of the ten designated zones in Madinah where eligible Muslims worldwide can own property under Saudi Arabia’s 2026 ownership law. Developed by Rua Al Madinah Holding, a wholly-owned Public Investment Fund company, the 1.5-million-square-metre master plan will bring more than 47,000 hotel rooms, new residential quarters, retail and cultural districts to within walking distance of al-Masjid an-Nabawi by 2030.

Rua Al Madinah occupies the district immediately east of al-Masjid an-Nabawi — the zone begins about one kilometre from the Mosque’s eastern wing, bounded by King Faisal bin Abdulaziz Road on its western side, Airport Road to the north and King Abdul Aziz Road to the east. Few addresses on earth carry this weight: residents and guests here will live and stay within walking distance of the Prophet’s Mosque.

The master plan, launched by HRH the Crown Prince in 2022, dedicates 63% of the 1.5-million-square-metre site to open and green space, woven between hospitality, residential, commercial and cultural districts designed to help Madinah host 30 million Umrah pilgrims a year by 2030.

What is being built

The master plan is a complete city quarter rather than a single development: a hospitality ecosystem of more than 47,000 hotel keys to serve the Kingdom’s target of 30 million Umrah pilgrims a year, alongside residential communities, commercial and retail space, and cultural destinations celebrating Madinah’s Islamic heritage. Nearly two-thirds of the site — 63% — is reserved for open and green space, an exceptional proportion for a district this close to the Haram.
