Home · Masar, Makkah — Approved Ownership Zone
Masar is one of the twelve designated zones in Makkah where eligible Muslims worldwide can own property under Saudi Arabia’s 2026 ownership law — a 1.2-million-square-metre destination built around a 3.65 km pedestrian boulevard that leads from the Third Ring Road to within 550 metres of al-Masjid al-Haram. Developed by Umm Al Qura for Development & Construction, a Public Investment Fund–backed company listed on the Saudi Exchange, Masar is the largest urban regeneration project on the western approach to the Holy Mosque.
Masar is built along a single, powerful idea: a 3.65-kilometre pedestrian boulevard that carries pilgrims and residents from Makkah’s Third Ring Road to within 550 metres of al-Masjid al-Haram’s King Fahad Gate. The destination runs beside Prince Mohammed bin Salman Road (the former Umm Al-Qura Road), with the Makkah Haramain High-Speed Rail station close to its western end and internal shuttle stops along its length.
The masterplan is organised into three zones. The Gate Zone anchors the arrival end near the rail station; the Central Zone is the residential heart, where Masar Corner by Alramz and other residential projects are located; and the Haram Zone concentrates hotels and retail at the end nearest the Holy Mosque.

Arrival distances shown for Masar Corner are the developer’s published figures: al-Masjid al-Haram 2,000 m · Clock Tower 2,000 m · HSR station 1,050 m · shuttle stop 225 m.

Masar Corner sits at a pivotal corner of the Central Zone beside Masar Park, and is the clearest example of the residential product Masar is bringing to market: managed, serviced apartment living a short shuttle ride from the Haram. Verified availability open to international Muslim buyers will be listed here as it is confirmed.
Masar is listed on the official Saudi Properties portal as an approved zone for non-Saudi ownership in Makkah. Eligibility, applications and every purchase run through the official channels — see how the six-stage buying process works and check your eligibility before you commit.
Masar pairs walkable proximity to the Haram with the scale and services of a master-planned city quarter: a car-free boulevard designed for the pilgrim journey, direct high-speed rail access to Jeddah and Madinah, and a pipeline of residential, hospitality and retail development across 205 investment plots. For overseas buyers, the Central Zone offers something Makkah has rarely had — brand-new, professionally managed residences inside an approved ownership zone, positioned between the rail station and the Holy Mosque.
